Members are supposed to be available in case of need in the

defence of the Colony. Owing, however, to the fact that

many are physically disqualified for such service, while

others have already duties assigned to them under the

Scheme of Defence which would withdraw them from the

Volunteer Reserve Association in time of warlike operations

and also to the fact that no definite rôle has been assign-

-ed to those who may be available, when occasion arises, I

cannot consider the Association to be anything more at

present than a Rifle Club with a very partial and limited

attendance at the Range. The constitution of this Associa-

-tion has had and is still having very careful considera-

-tion. I may add that in accordance with the sanction

contained in Your Lordship's Despatch Confidential of 4th.

March last a sum of $500 is being provided this year
